Jersey City man charged with attempted 'scooterjacking'

A 31-year-old Jersey City man charged with a May 9 attempted "scooterjacking" is being held on $50,000 cash or bond bail.

JERSEY CITY - A 31-year-old Jersey City man charged with a May 9 attempted "scooterjacking" is being held on a $50,000 cash or bond bail.

Darnelle Francis, of the 100 block of Manning Avenue, allegedly committed the crime of carjacking by using "physical force to throw the victim (name omitted) to the ground while attempting to take his motor scooter," the criminal complaint says.

The crime of carjacking carries a possible 10 to 30-year prison sentence with a minimum of five years before becoming eligible for parole, according to the stature.

There is a warrant for Francis' arrest out of Jersey City for an ordinance violation with a bail of $183, out of Kearny on a motor vehicle matter with a bail of $1,000, out of Nutley on a motor vehicle violation with a bail of $250, out of Hackensack on a motor vehicle violation with a bail of $800 and out of Bayonne on a motor vehicle violation with a bail of $557, a court official said.

Francis made his first appearance on the carjacking charge in Central Judicial Processing court in Jersey City this afternoon via video link from Hudson County jail in Kearny. Francis was arrested on Saturday by Jersey City police, based on the statement of the scooter driver and the statement given to police by himself, the complaint says.

The CJP judge also ordered Francis to have no contact with the alleged victim.
