No charges for dump truck driver in crash that killed Union City woman

Investigators have concluded that speed and intoxication did not play a part in the crash.

UNION CITY--The dump truck driver involved in a crash that killed a Union City woman in July won't be criminally charged, authorities announced on Wednesday.

The driver was making a right turn onto Northern Marginal Highway from Pleasant Avenue when he struck 32-year-old Arlene Ellis. The driver had a green light at the time, and Ellis had a walking signal and was in the crosswalk, according to the Hudson County Prosecutor's Office. Investigators concluded that speed and intoxication did not play a part in the crash.

"After a thorough investigation by law enforcement, no evidence of criminal conduct was found on the part of the truck driver," Prosecutor Esther Suarez said in a release.

The conclusion of the crash investigation comes more than a month after Ellis was struck and killed. At the time, she was transported to Jersey City Medical Center, where she was later pronounced dead. Friends and family described Ellis as an aspiring artist and a lively, fiery person.
